Way back in 1944, the Cleveland Electric Illuminating Company branded Cleveland “The Best Location in the Nation.” It’s a tagline that’s stuck. But what does it really mean? Certainly the city has its share of struggles, particularly after wartime production slowed and good-paying factory jobs became hard to find.
